replace the PNG file with a version that has a white stroke on it.

The transparent image format used for the logo on the page. Add an outside white stroke to it so in normal mode it appears the same and in dark mode the white casing becomes visible.

Discourse is simpler than that, I’m pretty sure you upload two logos; one for dark and one for light.

And anti-alias the result. PNGs allow an 8-bit alpha channel, so your anti-aliasing will be preserved against any background. It’d be easier for you if you start with an SVG version, then drop that into eg GIMP, Photoshop etc, for rendering. You should ensure the outline is the right thickness. For that, you’ll have to experiment.
